For the second year, an army of 500 young blondes wearing pink dresses walked through the streets of the Latvian capital Riga during a blonde parade on May 31, staged under the slogan “Make This World a Blonder Place” in an attempt to lift the national spirit. Latvia needs some cheering up. It has Europe's highest unemployment rate, and its economy shrank by 18 percent in 2009.
