 A senior government official appointed by former President Donald Trump who admitted to having rooftop sex at work launched a new political action committee. 

Business Insider first reported that P. Brennan Hart III had registered a PAC called the American Business Federation on Monday. 

Hart was the focus of a General Services Administration inspector general report that said he admitted to receiving oral sex from a White House staffer on the GSA rooftop after consuming vodka in his office on July 1, 2017.

He had been appointed in May by Trump to associate administrator of the GSA. 


He previously worked in GOP politics for the campaigns of George W. Bush and John McCain and helped Vice President Mike Pence during the 2016-2017 transition.  

The salacious report about Hart from March 2018 made headlines at the time. 

The White House aide's name was redacted. 

'He stated he escorted [the White House staffer] into the GSA Central Office building and made them each a drink with the bottle of vodka he kept in his desk,' the report said. 'He said their sexual activity began in the Administrator suite area and culminated with oral sex on the rooftop of the Central Office.' 

'Hart stated this occurred on only one occasion,' the report acknowledged. 

This was a no-no, according to the government because, 'Having sex in the central office building is not an authorized purpose for use by the public.'

'Further, there is no law or GSA regulation that allows an employee to have sex in the building,' the documents said.   

The report also detailed Hart's alcohol use in the office. 


It said that Hart admitted to keeping a bottle of vodka in his desk, though he said he only sipped it after-hours. 

GSA Administrator Emily Murphy - who briefly delayed President Joe Biden's transition last year - told the inspector general's office that she permitted the drinking of alcohol in her office by her immediate staff after work on Fridays. 

Both Hart and Murphy said they were unaware there was a formal approval process to green-light activities with alcohol. 

Hart left the GSA in 2018 and it's unclear whether he resigned or was fired.  

Hart's new venture doesn't have a working website yet. 

FEC documents say it will be headquartered in Alexandria, Virginia, just across the Potomac River from Washington, D.C.
