This is the shocking moment a mayor in Mexico shamed a girl he said was 'obese.' 

Manuel Guillermo “Billy” Chapman visited an elementary school located in the Pacific coast state of Sinaloa on Monday and shamed a student named Nancy over her physical appearance.

Chapman, who is the mayor of Ahome, picked out the young girl from a crowd of children that sat outside at a patio as their teachers looked on.

The politician asked Nancy questions about her favorite foods before talking about her weight.

After asking the names of her parents, Chapman asked: 'What do you like to eat? What do you like to eat the most?'

The shy girl quickly replied 'eggs'.

But the mayor continued by asking, 'Eggs? Do you eat a lot of eggs? What else do you eat?' before Nancy added she also ate chicken.

She then nodded her head in approval when Chapman asked, 'do you like to eat sweets? Lots of sweets? You eat a lot of sweets?'

The bizarre meet-and-greet at the school in the municipality of San Miguel Zapotitlán veered off track when Chapman turned to a teacher and asked why the girl was overweight.

'The problem with this girl, this girl is obese,' Chapman said. 

'Frightening, horrible? Do you know, do you know why?'

And instead of cutting off the conversation, the educator replied: 'The mother gives the girl what she asks for and at any time'.

Another school official added that Nancy was 'the only child, she is over protected.'

Chapman's behavior quickly drew criticism.

Mexico's agency for the Comprehensive Protection of the Rights of Children and Adolescents [SIPINNA] announced it would look into the matter and determine what course of action, including fines, it could impose on the mayor.

Chapman issued an apology for his actions, claiming his only intention was to bring to light to the health issues that affect Mexicans nationwide.

'Sending my most heartfelt apologies, because, quite possibly, I have committed a grave mistake,' the ashamed mayor said.

'Never, under any circumstance, was it my intention to hurt this very precious girl. I was having a dialogue with one of the teachers, about this unfortunate disease and the terrible conditions ... to serve this important sector of the population, who always deserve from us all the support and respect.

'In that sense, with all respect and humility, I insist, from the deepest part of my heart, I want to ask Nancy, her family, her teachers and classmates a sincere apology.'
