there actually is a 'victim preregistration service'; one signs up and is put on a list of 'crisis actors' who are strategically placed & filmed at and immediately following major 'terror attack' events such as 9/11, boston marathon bombing, sandy hook, las vegas mandalay massacre, etc. some crisis actors are so good at portraying victims that they have been utilized repeatedly and have been recorded for the record surviving more than one terror event.
